ACNC Updates

The Australian Charities and Not-for-profit Commission (ACNC) has provided an update on a number of items. Here is a list of relevant updates for churches:

Financial Reporting Obligations to be Eased

Under reforms agreed to by the Council on Federal Financial Relations, financial reporting thresholds for small and medium charities registered with the Australian Charities and Not‑for‑profits Commission (ACNC) will be lifted:

  • Financial reporting thresholds for small charities will increase to under $500,000 annual revenue.
  • Financial reporting thresholds for medium‑sized charities will increase to under $3 million annual revenue.

The new thresholds will take effect for the 2021‑22 financial year onwards in the 2022 and later Annual Information Statements.

Review Your Governing Document

As the new financial year begins, the ACNC is urging charities to ensure they are still working towards their stated purposes by reviewing their governing document.

Charities are responsible for ensuring they maintain eligibility for registration which includes meeting their obligations to the ACNC and fulfilling their charitable purpose.

“Over the lifecycle of a charity, if it is successful and grows, its activities may also expand, which is great,” ACNC Commissioner Dr Gary Johns says. “However, it is important that charities don’t drift away from their purposes inadvertently.

“A charity’s activities and programs should reflect its documented purposes.”

NEW – Standard 6: Maintaining and enhancing public trust and confidence in the Australian not-for-profit sector

At the beginning of 2021, the ACNC introduced a new Standard. This Standard requires that a charity must take reasonable steps to become a participating non-government institution if the charity is, or is likely to be, identified as being involved in the abuse of a person either:

  • in an application for redress made under section 19 of the National Redress Scheme for Institutional Child Sexual Abuse Act 2018 (Cth) (Redress Act), or
  • in information given in response to a request from the National Redress Scheme Operator (Secretary of the Department of Social Services) under section 24 or 25 of the Redress Act.

As all our Baptist churches in South Australia are already part of the Baptist Churches SA Participating Group, you are already compliant with this new Standard.
